刚刚过去的2021年对于全球和中国半导体行业是风云变幻、非同寻常的一年。在2021年，新冠疫情依然肆虐，可能未来几年仍然是全球半导体产业发展的制约因素；芯片供应短缺问题笼罩了2021年全年，据高盛研究报告，全球有多达169个行业，在一定程度上受到芯片短缺影响，从汽车、钢铁产品、混凝土生产到空调制造等；地缘政治依然深刻影响着全球半导体产业的发展，给全球半导体产业发展增加不确定性。
2021年即使有诸多不利因素，但在数字经济以及碳中和等的推动下，全球半导体市场规模再创历史新高，将达5529亿美元，年复合增长率高达25.6%。中国作为全球最大的集成电路贸易市场和半导体全球供应链体系中的重要组成部分，2021年集成电路进口数量达6354.81亿颗，同比增长16.9%，金额达4396.94亿美元，同比增长15.4%，进口金额占全球半导体贸易金额的20%以上。全球蓬勃发展的消费电子市场和消费电子制造给全球以及中国半导体产业带来良好发展机遇，中国半导体行业协会预测2021年中国集成电路产业销售收入预计增长18%左右，中国集成电路产业销售收入将首次突破万亿元规模，成为万亿元人民币产业。
作为全球主要的电子信息制造业基地，中国已经连续多年成为全球最大的半导体应用市场。全球各国半导体企业均可分享到中国市场增长的红利。中国也是全球半导体产业增长最快的地区之一。在全球半导体产业发展中，中国需要世界，世界也需要中国。
2021年受地缘政治影响，半导体也成为全球科技、经济竞相角逐的重点，2021年各国纷纷出台政策和措施发展本土半导体产业，加强本国半导体产业链供应多元化和自主性，以增强对关键技术的控制权。长此以往，半导体的全球供应链有脱钩的风险，必然会造成全球半导体产业布局的重新调整，使全球半导体行业，特别是供应链持续处于动荡和不确定之中。据业界评估，如果全球半导体供应链分裂，全球产业界需要增加5000亿到1万亿美元的额外投资，并且会导致半导体产品35%～65%成本增加，进而传导到相关产业，对全球经济造成冲击。
面对风险和挑战，中国半导体行业协会希望全球半导体行业健康发展，给整个人类带来福祉，给全球经济注入活力。为此，中国半导体行业协会希望在新的一年里，和中国半导体行业的各界同仁一道：
抓住中国半导体行业发展的历史性机遇，坚持开放共享，努力拼搏，共同奋斗，不断创新，攻坚克难，行业间加强合作交流和生态共建，持续推动优化产业发展环境，着力营造生产要素的有序流动、资源高效配置、市场深度融合的半导体产业生态，建设对内外资企业一视同仁，公平、透明的市场环境，为全球半导体行业发展做出新的贡献！
我们也希望和全球各国半导体行业同仁一起：
通过半导体行业内多边和双边合作平台，增强行业和企业的交流和互信，共同维护全球半导体行业的全球化特征，保证供应链的完整，避免把经济问题政治化，避免泛化国家安全，及时解决全球合作中的矛盾和问题，避免产业分裂。
全球半导体产业界应加强协作，分析半导体行业发展瓶颈问题，向各自政府献言建策。共同开展半导体技术和产业发展课题研究，促进全球知识开放、增强科研创新交流合作。
中国半导体行业协会在新的一年里，也将继续加强自身能力建设，提升服务意识和水平，构筑行业“开放平台”，编织互惠互利的“资源网络”，从而为会员提供“卓越服务”。我们将继续在“市场化”、“专业化”、“国际化”的征程中奋勇向前，为行业和企业发展保驾护航。

The past year 2021 has been an extraordinary while turbulent year for the global and Chinese semiconductor industry. In 2021, COVID-19 is still raging and may continue to be a constraint on the development of the semiconductor industry; Chip supply shortages have hung over the entire year of 2021 and as many as 169 industries around the world have been affected to some extent, ranging from automobiles, steel products, concrete production and air conditioning, according to Goldman Sachs’ report. Geopolitics still has a profound impact on the development of the global semiconductor industry, adding uncertainty to the development of the global semiconductor industry.
In 2021, despite many unfavorable factors, the global semiconductor market hit a record high of $552.9 billion, with a compound annual growth rate of 25.6%, driven by the digital economy and carbon neutrality. As an important part of the world's largest integrated circuit trade market and an important part of the global semiconductor supply chain system, China imported 635.481 billion integrated circuits in 2021, up 16.9% year on year, and the amount reached $439.694 billion, up 15.4% year on year. Imports account for more than 20 percent of the global semiconductor trade. The booming global consumer electronics market and consumer electronics manufacturing bring good development opportunities to the global and Chinese semiconductor industry. According to our estimates, in 2021 China integrated circuit industry sales revenue is expected to increase about 18%, China's integrated circuit industry sales revenue will break trillion yuan for the first time, and join trillion-yuan industry circle.
As the world's major electronic information manufacturing base, China has become the world's largest semiconductor application market for many consecutive years. Semiconductor companies around the world can enjoy the dividends of growth in the Chinese market. China is also one of the fastest growing regions in semiconductor industry. In the development of the global semiconductor industry, China needs the world, and the world also needs China.
In 2021, due to the geopolitical influence, semiconductor has also become the focus of the global technological and economic competition. In 2021, various countries have introduced policies and measures to develop the local semiconductor industry, and strengthen the supply diversification and autonomy of the domestic semiconductor industry chain to enhance the control of key technologies. In the long run, the global supply chain of semiconductors has the risk of decoupling, which will inevitably lead to the restructuring of the layout of the global semiconductor industry, so that the global semiconductor industry, especially the supply chain, will remain in turbulence and uncertainty. According to the industry estimates, if the global semiconductor supply chain is decoupled, the global industry needs to increase additional investment of $500 billion to $1 trillion, and the cost of semiconductor products will increase by 35% to 65%, which will be transmitted to related industries and cause a shock to the global economy.
Facing the risks and challenges, China Semiconductor Industry Association hopes that the healthy development of the global semiconductor industry will bring benefits to the whole of mankind and inject vitality into the global economy. To this end, the China Semiconductor Industry Association hopes to work in the Chinese New Year with colleagues from all walks of life in the Chinese semiconductor industry:
Seize the historic opportunity of China's semiconductor industry development, adhere to open sharing, struggle together, keep innovating, overcome difficulties, strengthen cooperation and exchanges and ecological building among industries, continue to promote the optimization of industrial development environment, strive to create an orderly flow of production factors, efficient allocation of resources, and deep integration of semiconductor industry ecosystem, build a fair and transparent market environment for domestic and foreign enterprises, and make new contributions to the development of the global semiconductor industry!
We also would like to work with our colleagues in the semiconductor industry around the world:
Through multilateral and bilateral cooperation platforms within the semiconductor industry, the industry and enterprises can enhance exchanges and mutual trust, jointly maintain the globalization key character in global semiconductor industry, and ensure the integrity of the supply chain. We should avoid politicizing economic issues and overextending national security. We should promptly resolve disputes and problems in global cooperation and avoid industrial fragmentation.
The global semiconductor industry should strengthen cooperation, analyze bottlenecks in the development of the semiconductor industry and submit suggestions to their respective governments. We should jointly carry out research on semiconductor technology and industry development, promote open knowledge and enhance exchanges and cooperation in scientific research and innovation.
In the New Year, China Semiconductor Industry Association will continue to strengthen its own competence building, enhance service awareness and standard, build the industry open platform, create mutually beneficial resource network, so as to provide excellent service for members. We will continue to forge ahead in the journey of “marketization”, "specialization" and "internationalization" to support the development of the industry and enterprises.

The Chinese people often say that the year of the tiger is full of vitality and new hope.
